Well, I don't know when it started, and would be interested to know.
But so far as the spirit behind Mala Pehramani is concerned, I have read that just like in our worldly affairs, when someone gets promotion in his job, he is cheered by his fellowmates by organising a party. Similarly when a Pushti soul departs from this earth, He goes to Golokdham in direct service of Shree Thakurjee. So actually this is a very pleasurable event in one sense, and thus to hail him for his being made dear to the Lord, his relatives organizes this Mala Pehramani occasion wherein all vaishnavs who have come home are given a tulasi mala being Pusht by Maharajshree. Also there are Kirtans and Mahaprasads to please Shree Thakurjee.
Please correct me if something is missing/extraneous.

What Dharmendra has written is correct but there is a little misinterpretation as I have cheked this with a PUSHTIMARGI and he said when a Pushti Soul departs a the relatives have MALA PEHRAMANI n the MAHARAJSHREE who attends the ceremony is given a TULSI MALA or Gold Chain to wear(To put in Gujrati MAHARAJSHREE NE SONA NI TULSI MALA PERHAVE). I hope wat i have mentioned is right incase i'm wrong my sincere aplology please correct me.

In old days when our elders expired and reached the Golok Dhaam near Shri Krishna. Some angel used to come from there to inform the family members that your relative has reached Golok Dham. And all the family members used to call it a good, pure, sacred programme. They use to enjoy it because one of there family member has became a part of Golok Dhaam. But now as the Kalyug is increasing, no angel comes to inform the family members. Thats why if the family members wish to do Mala Pehraamni they can do.
Mala Pehraamni is a symbole of Joy. So it includes:- Vallabh-kul, Vaishnavas, Shri Yamunaji's water, Shri Nathji Chitra, Kirtaniyas (One who could sing Kirtan), Tulsi's kanthi and photograph of the one who was expired.
Mala Pehraamni starts with 4 kirtans of Shri Vallabhacharyaji or Shri Gusaiji. Mean while the Vallab-Kul comes and has a seat there. Then the kirtan stops and everybody starts chanting Yamunastaak. And the Vallabh-Kul opens the vessel in which Shri Yamunaji's water is filled. Then place it near the Chitra of Shri Nathji. Dedicate some fruits in front of chitraji. then after few moments take the vessel of Shri Yamunaji in one hand, take a small amount of cotton, dip it in water and drop that water into mouth of everyone present there. Then give them all Kanthi to wear. Say Jay Shri Krishna to every one. Do dantvat to Vallabh-Kul. Thats all.
